BACKWARDS INCOMPATIBLE: Support for 32-bit Windows has been removed. Users should move to a 64-bit Python installation.

I'm like fairly certain we could accomplish our goals by not running any SSL tests on Windows x86. Might be a bit challenging... As a stop gap:
