Small follow-up: this PR is intentionally limited to contributor triage templates only. No product code is touched. If the template wording does not fit the project conventions, I am happy to adjust it, and it is also fine to close if this workflow is handled elsewhere. |

This adds two small contributor triage templates:
.github/ISSUE_TEMPLATE/bug_report.mdfor reproducible bug reports.github/PULL_REQUEST_TEMPLATE.mdfor testing, docs, and DCO remindersThis follows up on #159. I kept the change limited to GitHub templates and did not touch product code.
Verification:
oss-signallocally before and after; the maintainer-readiness score improved from 64 to 68 for this repository clone
