Adds content/docs/manage/user-permissions-preview.md, an unlisted (noindex, no nav entry) copy of the upcoming permissions page for sharing with early-access customers by direct link. Includes an early-access intro and a placeholder for a walkthrough video. Keeps it out of search and LLM feeds: noindex frontmatter (docs route already honors it), plus the path added to the sitemap exclude list and the llms index/full excludePaths. Co-authored-by: Isaac

Remove the JSX-style {/* */} comment. These are .md files, so Prettier parses
them as plain markdown and mangled the comment's asterisks, failing the
markdown-format CI checks. The visible "coming soon" line stays as the video
placeholder; the dev instruction lives in the PR description.
