Removes the
dependency-reviewCI job and its committed baseline files (.github/dep-graph.txt,.github/dep-privileged.txt,scripts/dep-baseline.sh).The gate required regenerating the baselines on every
go.modchange, which blocks dependabot's gomod PRs.govulncheckstill runs in CI; capability diffing can move tocapcheckin a follow-up.
