EML-000: gitops dev branch support

Description

During development of new services, theres a need to be able to develop/test things on dev(env and branch) without mops having the configs in main(branch)

This PR configures:
gitops-dev -> dev
gitops-stage -> main
gitops-prod -> main

• Make sure all tests pass
• Update documentation
