Sidebar scrollviewer behaves wrong

Issue

The SV is partially hidden, see:

To reproduce

1. either build this project or visit Avalonia-Docs
2. Resize your browser until the SV is visible
3. try to scroll to the top / bottom

Additional Info

• This is the custom css used. https://github.com/AvaloniaUI/api-reference/tree/main/website/src/css
• vanilla Docusaurus doesn't suffer from this issue afaik

Update:

• css was adjusted a bit to make this less worse, but it's still fishy
• Implemented a JS resizer, so the resize handle is now more intuitive probably.
